Mr. Levin has worked on a variety of commercial, infrastructure, multi-family residential, power and transportation projects since 1969.

Various Projects for the Washington DC Metro System (WMATA)
Senior scheduler for a range of projects, including Dulles extension preliminary engineering, new and maintenance facilities construction, rail procurement, railcar maintenance, construction project closeouts and claims analysis.
Multiple-Family and Mixed-Use Projects, Washington, DC
Prepared or analyzed development schedules, baselines and schedule updates on projects for local commercial and residential developers. Also performed an initial schedule delay analysis on a project that is one-year late to aid in dispute resolution and project close-out.
Kelly Miller Middle School, Washington, DC
Analyzed project delays and prepared Requests for Equitable Adjustments for additional costs incurred by the electrical and fire prevention contractors.

Hyatt Chesapeake Resort Hotel, Cambridge, MD
Prepared cost estimates along with cost and schedule analysis used in an expert report prepared for trial between the surety and the owner.

Ripley’s Aquarium, Gatlinburg, TN
Performed extensive schedule analysis and prepared an expert report for the prime contractor for use in recovering delay and disruption costs. The expert report along with testimony (by others) resulted in successful recovery from the concrete supplier.

Hil-Mar Elementary School, Prince Georges County, MD
Provided project engineering services for an earthwork contractor as well as schedule analysis and claims support.

Fiber Processing Plant, Goose Creek, SC
Prepared a schedule analysis and participated in settlement negotiations between the owner, engineer and contractor on various delay issues.

Route 1 Bridge over C&D Canal, New Castle County, DE
Performed schedule analysis for structural steel fabricator in the successful defense of a delay claim.

Amtrak, Northeast Corridor Electrification
Schedule and equipment analysis on $600 million Acela rail system project.

E.B. Woods Middle School, Montgomery County, MD
Provided schedule analysis and litigation support activities for the electrical subcontractor.

Stanton Glenn Apartment Complex Redevelopment, Washington, DC
Performed schedule and cost analysis, along with preparation of a Request for Equitable Adjustment. Participated in successful negotiation of the matter between the owner and contractor.

Travelers Property Casualty, Philadelphia, PA
Participated in team effort to analyze and document preferred payments in resolving a bankruptcy dispute between a surety and subcontractor.

Red Cross International Headquarters, Washington, DC
Provided estimating and negotiating services to Red Cross in the resolution of electrical, mechanical and drywall change orders on the project’s Interior Fit-out Prime Contract.

National Association of Home Builders (NAHB), Washington, DC
Participated on a project management oversight team representing NAHB in resolving change orders, delay claims, punch list and construction defect issues. Performed analyses to determine source of air infiltration in burst frozen pipe incident.

Prison Hospital, Butner, NC
Assisted the Department of Justice counsel with the analysis of numerous contractor claims involving delay, disruption and increased work scope on a Federal Bureau of Prisons project. Developed detailed as-built schedule from daily report data as well as extensive databases for analysis of construction progress and costs.

Hruska Federal Courthouse, Omaha, NE
Assisted the Department of Justice with schedule analysis of contractor delay claims for General Services Administration courthouse construction project.

Washington Metropolitan Field Office, FBI, Washington, D.C.
Assisted the Department of Justice counsel with schedule analysis of contractor delay claims for the General Services Administration due to revised design to increase structural blast resistance.

Hydroelectric Power Plant, Belleville, WV
Assisted in the analysis of delay and disruption on structure and substructure work on a hydroelectric power plant on the Ohio River. Assisted with the development of detailed cost analysis and an as-built database from project timecards.

Veterans Administration Medical Facility, Salt Lake City, UT
Assisted DOJ with schedule analysis of a delay claim submitted by the prime contractor. Delays were experienced due to disputes about equipment performance specifications and to concrete construction due to structural design changes to meet new earthquake standards. These delays were evaluated against the contractor’s as-planned and actual capability to provide and utilize formwork, rebar and curtainwall resources.

City of Baltimore Sludge Storage Projects, Back River, MD
Assisted in schedule analysis for contractor delay claims.

Bellevue Convention Center, Bellevue, WA
Assisted the general contractor in the analysis of delays encountered in the construction of a convention center. Reviewed the contractor’s as-planned schedule, evaluated actual progress against that schedule, identified critical variances, and researched the causes of and responsibilities for those variances.

Union Station Metro, Washington Metropolitan Area Transit Authority, (WMATA), Washington, D.C.
Assistant resident engineer on cut and cover subway station, including extensive rail station, track and retaining wall demolition. Interpreted drawings and coordinated construction efforts with contractor, owner and rail system manager. Approved progress payments and managed all change order work encountered by contractor.

Trackwork, WMATA, Washington, D.C.
Assistant project engineer for Metro Track Constructors in charge of various field logistics involving underground, at-grade and elevated trackwork and electrical third rail installation for the first 4.6 miles of rapid transit system as well as relocation of a rail yard facility. Responsible for pricing, preparation and negotiation of change orders and claim issues, including successful resolution of major delay, disruption and acceleration claims.

Project Engineer for Transit Products Company to supply track pads and coverboard to WMATA.

Wytheville Shopping Center, Wytheville, VA
Performed schedule analysis and provided expert testimony before an arbitration panel involving delays incurred by the contractor due to actions by the developer.

Warehouse, Norfolk, VA
Assisted the contractor in preparation of defective specification claim involving painting of a warehouse at the Navy shipyard facilities.

NAVFAC Waste Recycling Plant, Jacksonville, FL
Prepared and negotiated changed conditions, lost productivity and delay claims for genearl contractor.
Bureau of Land Management, Portland, OR
Prepared and help negotiate change orders and site condition claim for civil works contractor.
Parking Garage, Silver Spring, MD
Prepared and negotiated extra cost claim involving sprinkler system and utilities at a subway parking garage.

General Motors Truck Assembly Plant, Oklahoma City, OK
Assisted with on-site productivity monitoring and change management.

Mr. Levin has participated on arbitration panels for a school project in Hershey, PA and a foundation dispute on an office building in Washington, D.C.
